摘 要： 欧洲终身学习指标体系包含终身学习支柱、终身学习的社会经济效益两部分内容，每部分内容又包含维度、指标、测量尺度三个结构层次。该体系通过采用定性描述和定量测量相结合的方法，实现了终身学习的量化和具体化，并有助于欧盟各成员国准确地定位并客观地监控和评价终身学习的实施现状，为各国决策者科学地制定终身学习政策提供依据。欧洲终身学习指标体系对于我国终身学习的发展亦不乏借鉴作用。

Abstract: The European Lifelong Learning Indicators Index(ELLII) consists of two parts which are the pillar of lifelong learning and the Socio-ecnomic outcomes of learning. ELLII is also made up of layers of structure such as dimension, indicators and measures. By using the combination of qualitative descriptions and quantitative measurement, ELLII makes lifelong learning measurable and tangible. ELLII plays an important role in locating, monitoring and evaluating the status of lifelong learning implementation for EU and helping the policy-making more scientifically. It has great meaning of drawing on the experience of ELLII to our country.

为了提高终身学习的可见度、透明度和可比性，使终身学习战略的实施更具科学性，欧盟在学习借鉴加拿大学习综合指标（CLI）的基础上研究制定欧洲终身学习指标体系（ELLI），并通过地区专家反馈意见、网上调查和各国专家研讨等方式，于2008年形成了欧洲终身学习指标体系的概念框架。[1]欧洲终身学习指标体系是欧盟各成员国监测终身学习实施情况并分析其社会经济效益的工具，其目的是通过提供测量维度、指标和尺度，指导各成员国收集、分析相关调查统计数据，最终为公民、雇主和各级决策者科学地实施终身学习战略服务，为改善终身学习的社会经济条件提供依据。该指标体系是终身学习朝着可见、量化方向发展的第一步。
